To join an aggregation program, your community first must agree to aggregate. After that, there are two ways to join depending on which type of aggregation chosen by the local government. There are two types of governmental aggregation recognized by Ohio: opt-in aggregations and opt-out aggregations. Of the two, opt-out aggregations are more common. They streamline the process of joining and make it easier for everyone to receive the discounted rates.

Opt-Out and Opt-In Aggregations

For opt-out aggregation, all eligible households are added to the aggregation list as soon as the program goes into effect. Each customer to be aggregated is notified that they will be automatically enrolled in the program. If they choose not to participate, they can return the opt-out form mailed to them. Most aggregation programs are “opt-out” programs. These simplify things for the members of the community. They can receive the discounted rates with less paperwork. For opt-in aggregations, each household of the community must individually sign up to join.

What If I’m On A Payment Plan?

Households that are enrolled in PIPP Plus (percentage of income payment plans) will not be eligible to participate in aggregation. Their names are automatically removed from the program before it takes effect. The same is true for people under contract with other suppliers. It is important to know that rarely, an ineligible household may not be automatically removed from the eligible customer list. If this happens, then the opt-out notice received in the mail should be returned. This will prevent the switch to the aggregation program.

What If I Want To Leave The Program?

With opt-out aggregations, an opt-out form is sent 90-120 days after aggregation is approved. It is also sent every three years as a reminder. However, no one is required to stay with the aggregation program and may leave at any time. The Public Utilities Commission of Ohio also maintains the statewide Do Not Aggregate list, which allows residents to exempt themselves from aggregation.
